Central Jail Overview

Mecklenburg County Detention Center Central is operated by the Mecklenburg County Sheriff's Office. MCSO describes it as a direct-supervision, pretrial detention facility and the major operations hub of its detention system. The jail opened in 1997, and a second tower was added in 2002. Central contains the Arrest Processing Center, a full-service medical component with an infirmary, property storage, administrative services, and support services.

The facility holds adults arrested in Mecklenburg County, pretrial detainees, sentenced misdemeanants, probation violators, and certain state, federal, BOP, ICE, or 287(g) custody classes when they are booked or held locally. The jail roster can identify those custody types, but it does not replace the state prison locator, BOP locator, ICE locator, or court records. MCSO uses the term resident in many detention pages, so a resident can mean the same person many users call an inmate.

Central is also the best local anchor for Mecklenburg County's crowding story. MCSO says the 2002 expansion brought capacity to more than 1,900 residents and calls Central the largest municipal detention center in North Carolina and South Carolina. The safest concrete capacity comparison is the official facility page's "more than 1,900" statement against the MCSO realtime report. The population report captured June 22, 2026 at 07:35 listed MCDC-Central population at 2,112. The same report cautions that realtime data may vary from other sources because of methodology and logistical parameters. It also listed PREADM 247 and APC 1 as separate lines, which reinforces that arrest processing and preadmission counts can sit beside the housed Central population.

MCSO's FAQ says the inmate data is real time and the system contains three years of data. Public cards show mugshots, PID, JID, DOB, race, ethnicity, sex, height, and weight, with charge and bond detail available from the record.

Central Jail Visitation

MCSO visitation rules apply to residents unless privileges are suspended for discipline or the resident refuses the visit. Visits must be scheduled at least 24 hours in advance. A visit automatically cancels if the visitor arrives more than 10 minutes late. Valid ID is required, and MCSO says cracked, expired, taped, faded, laminated, or apparently altered identification is not accepted.

Central Mail And Money

Mail to a Central resident must include the resident's first and last name and PID number. Certified or registered mail that requires a signature is not accepted. Books, magazines, newspapers, and periodicals must come directly from a bookstore or publisher with an invoice. Hardback books are not allowed, and residents may keep five books and five magazines at one time, including legal and religious texts.

Money and commissary are separate from personal mail. Money orders and cashier checks go to the resident finance address, not to regular mail. TouchPay can be used by kiosk, phone, or web. MCSO states a resident account may not exceed $300, except money brought in at incarceration is deposited regardless of amount. Account balances are not released to the public.

Central Booking Intake

The Arrest Processing Center inside Central is the centralized entry point for people arrested in Mecklenburg County by any law-enforcement agency. Arrested people can arrive from CMPD, town police departments, or another agency, but booking flows through the county APC. MCSO says APC operates 24 hours a day and uses electronic fingerprinting, digital mugshot equipment, a full body scanner, onsite fingerprint technicians, civilian data-entry staff, the Information Gathering team, the Warrant Repository, and the Records and Release division.

Records and Release enters demographics, charge, and bond information for every arrest into the Offender Management System. It also updates charge and bond details after court appearances, checks outstanding warrants and charges before release, documents transfers, and verifies release eligibility. Newly arrested people may not appear on the public search at the instant of arrest because the record must first be processed and entered, but MCSO's FAQ says changes display immediately after they are made to the inmate record.

Central Programs And Crowding

MCSO says Central has a medical component with an infirmary and that residents may arrive with substance use, mental health needs, or both. The detention pages and annual-report material reference adult programs, behavioral health, chaplain services, library services, reentry support, tablets, voter registration, and the (R)IGNITE education and training model. MCSO also says the detention centers have maintained American Correctional Association accreditation since 2003 and maintain healthcare accreditation.

Central's crowding should be read with the local reform context. Mecklenburg County's Safety + Justice Challenge work has focused on pretrial release, case processing, racial and ethnic disparities, and reducing reliance on money bail. At the same time, the June 2026 population report placed Central above the facility page's capacity statement, and 2026 local coverage described plans to reopen Detention Center North for adult overflow.
